Managing Overtourism Through Destination Carrying Capacity Policy: Lessons from Bali's Tourism Governance

Abstract

Purpose: This study examines the transformation of carrying capacity concepts into tourism governance policies in Bali amid post-pandemic recovery and increasing sustainability challenges.
Research Methodology: Using qualitative policy-document analysis, this study evaluates statutory regulations, official reports, and secondary literature from 2020–2026 through the integration of the Tourism Area Life Cycle and destination carrying capacity frameworks. The analysis focuses on the Foreign Tourist Levy (Pungutan Wisatawan Asing), Nusa Penida’s zonation and visitor-quota policies, and regulations governing foreign tourist behavior.
Results: The findings reveal that Bali has adopted several carrying-capacity mechanisms; however, their effectiveness remains constrained by fragmented governance, limited compliance, weak quota enforcement, and the absence of an integrated monitoring system.
Conclusions: The study demonstrates that sustainable tourism governance requires adaptive and coordinated carrying-capacity management rather than isolated regulatory interventions.
Limitations: This study relies on policy documents and secondary sources, limiting insights into stakeholder perceptions and direct environmental outcomes.
Contributions: This research extends tourism governance literature by developing an integrated carrying-capacity framework that combines monitoring systems, differentiated visitor management, regulatory enforcement, and the role of local customary institutions (desa adat) in achieving sustainable destination management.
