Global AI Cooperation and Responsible Use: Balancing Security, Social Dynamics, and Moderated Adoption
Purpose: This study examines how the world can pursue global cooperation on Artificial Intelligence (AI) while keeping its deployment responsible, secure and socially sustainable, focusing on the security risks, social consequences and governance gaps that accompany AI's rapid diffusion, and arguing for moderated adoption rather than unrestricted acceleration or blanket resistance.
Methodology:A qualitative documentary design was used, drawing on recent reports from the United Nations, UNESCO, African Union, Organisation for Economic Co-operation and Development (OECD), United Nations Conference on Trade and Development (UNCTAD), International Labour Organization (ILO), International Monetary Fund (IMF), International Energy Agency (IEA), and World Economic Forum, supported by peer-reviewed literature published mainly between 2021 and 2026 and analysed thematically.
Results: AI already raises productivity, strengthens cybersecurity and expands access to services, yet it also widens inequality, enables synthetic disinformation and exposes roughly a quarter of the global workforce to task level disruption. Governance remains fragmented, and African countries face exclusion from rule making alongside limited capacity to capture AI's economic benefits.
Conclusions: A risk based, human centred and internationally coordinated approach to AI adoption can reconcile innovation with safety.
Limitations: The study relies on secondary institutional and scholarly sources rather than primary interviews or original quantitative modelling.
Contributions: It offers a five pillar framework linking AI security, social protection, governance, digital inclusion and responsible innovation, with attention to Africa's development priorities.
